Through powerful personal stories and expert analysis, the programme exposes a cynical numbers game being played by local authorities. With specialist deaf schooling costing up to £50,000 per child compared to just £6,000 in mainstream education, councils are weaponising the legal system. Last year alone, 25,000 families were forced to take their local councils to a tribunal. Even though parents win a resounding 99% of these cases—and councils could save £100 million annually by avoiding trials entirely—it remains cheaper for authorities to fight the few families who challenge them than to fund proper support for every child.

Adding to the controversy, an anonymous whistleblower reveals a systemic failure in accountability: headteachers hold absolute power over how funding is allocated, often prioritizing cosmetic classroom upgrades or urgent building repairs over individualized student support, completely unchecked by the government.

As the government prepares sweeping reforms to special education, this timely film asks whether a system under strain can be fixed, or if vulnerable children—not just deaf, but across all special needs—will continue to be isolated and left behind.
